    Özet

    Türkiye’nin demokrasi serüveni, 19. yüzyılda Meşrutiyet’in ilanıyla başlar. Özellikle İkinci Meşrutiyet’in 1908’de ilan edilmesiyle çok çetin tartışmalar yaşanır. O zamanın aydınları ikiye bölünür. Bir kısmı, meşrutiyeti savunurken bir kısmı da şiddetle meşrutiyete karşı çıkar. İkinci gruptakiler, meşrutiyeti şeriata aykırı bulurlar. Şer’i esaslara dayalı Osmanlı’nın Batı menşeli meşrutiyeti benimsemesinin mümkün olmadığını düşünürler. Bu heyecanlı tartışmaların ortasında o zamanın meşhur bir İslam âlimi olan Bediüzzaman meşrutiyete din adına sahip çıkar ve bu konularla ilgili düşüncelerinin yer aldığı Münazarat adlı eserini yazar. Bu makalede, Münazarat’ta anlatılan meşrutiyet, istibdat ve
    hürriyetle ilgili orijinal tesbitler aktarılmaktadır.

    Abstract

    The democracy journey of Turkey had started with the proclamation of constitutional monarchy in the 19th century. Especially, after the proclamation of the second constitutional monarchy in 1908, big discussions had started to be made. The intellectuals of the time had been divided into two parts. Some of them had supported the constitutional monarchy and the other were against it. According to the second group, the constitution was against Islamic Law. They thought that it was impossible to accept the constitutional monarchy which was from western culture for the Ottomans which used to belong to Islamic sharia culture. And Bediuzzaman the famous Islamic scholar, in the middle of these discussions, had claimed the constitution in the name of religion and had published the Munazarat (The Controversies) book which was about these subjects. In this article, we will mention about the original determinations about constitution, autocracy and freedom which were defined in the Munazarat.
