    Özet

    Anayasa ve siyaset teorisinde başlıca üç hükümet sistemi modelinin var olduğu kabul edilir. Bunlar: parlamenterizm, başkanlık hükümeti ve meclis hükümeti sistemleridir. Fransa’nın 5. Cumhuriyet Anayasasıyla kurulan “yarı-başkanlık hükümeti”yle hükümet sistemleri tasnifi artık dörtlü yapılmaya başlanır. Siyası rejim tipleri açısından ise liberal-demokratik rejimler, otoriter rejimler ve totaliter rejimler olmak üzere üç tipten söz edilebilir. Başkanlık hükümeti sistemiyle ilgili en çarpıcı gerçeklerden biri, bu sistemin başarılı işleyişinin neredeyse ABD’yle sınırlı olduğudur. Bu başarı bu ülkeye özgü ve başka toplumlarda eksik olan bazı şartlara bağlıdır. Bunların bir kısmı Amerika’nın sosyal-siyası gelenek ve kurumlarıyla ilgili iken, bir kısmı da fikri ve kültüreldir. Buradan yola çıkarak ABD’ de doğmuş -bilinçli olarak tasarlanmış ve bilahare evrimleşmiş- olan başkanlık sisteminin başka ülkelere başarılı olarak aktarılma şansı zayıftır. Bu çalışmada Başkanlık sisteminin Türkiye’ye uyarlanabilirliği ABD örneğiyle kıyaslanarak ele alınmaktadır.

    Abstract

    it is assumed that there are three basic models of govemmental systems in the theory of constitution and politics. These are parliamentarianism, presidential government, and assembly govemment systems. Another model is added to the classification of govemments after the establishment of “the semi-presidential govemment system” with the acceptance of the 5th Republican Constitution in France. in terms of regimes there are liberal-democratic, authoritarian and totalitarian types of regimes in the political literature. A striking fact about presidential govemment is that a successful running of the system is alrnost limited to the USA, which is depended upon certain conditions found in this country and missing in other countries. While some of these conditions are related to the sociopolitical traditions  and institutions in this country, the others are cultural and intellectual conditions. Therefore the presidential system bom – consciously designed and later evolved-in the USA, has a little chance of being successfully transferred to other countries. in this article we investigate the applicability of the presidential system in Turkey through comparison with the USA case.
