    Özet

    20. asrın başında Osmanlı Devleti giderek süratlenen bir dağılma sürecinin içine girmişti. Osmanlı devlet adamları ve münevverleri, devletin bekasını temin etme ve Batılı büyük güçlerin baskılarına mukavemet etmenin canhıraş bir gayreti içerisindeydiler. Farklı yollar takip etseler de, vatanperver olanların hepsinin de tek bir hedefi vardı: Devleti dağılmaktan kurtarmak. Bu makalede, böyle bir gayretin içinde bulunan Sultan Abdülmecid’in torunu ve Sultan Il. Abdülhamid’in yeğeni olan Prens Sabahaddin’in adem-i merkeziyet fikri ile Said Nursi’nin bu fikir karşısındaki tavrı tahlil edilecektir. Aslında konu, bir asrı aşan bir müddettir müzakere edilen ve günümüzde dahi hala önemini koruyan bir münakaşa mevzftudur. Tartışmanın sağlıklı bir zeminde yürütülebilmesi öncelikle, Sabahaddin Bey’in ne kasdettiğinin, tabir ve kavramlar doğru ve yerinde kullanılarak vuzuha kavuşturulmasına bağlıdır. Bu sO.retle Said Nursi”nin aynı mesele üzerindeki telakki ve fikirleri de doğru anlaşılabilecektir.

    Abstract

    The Ottoman state entered into a state of increasing disintegration at the beginning of the twentieth century. The Ottoman statesmen and intellectuals were in a bitter search of prolonging the state and resisting the oppressions of the great powers of the West. Though following different ways, the only purpose of the patriotic ones was saving the state from disintegration. In this article we will analyze the idea of decentralization by Prince Sabahaddin, the grandson of Sultan Abdülmecid and the nephew of Sultan Abdülhamid 11, who was striving greatly for that purpose and the approach of Said Nursi to that idea. in fact that idea has maintained its importance so far and been discussed for a century. The proceeding of discussions on a sound hasis depends largely on understanding what Prince Sabahaddin Bey meant and explaining appropriately the terminology he used. Thus the considerations and ideas of Said Nursi concerning the same question can be understood properly.
