    Özet

    Kur’ an’ da, bu gün bilinen devlet modellerinden herhangi birine doğrudan ve açık atıf olmamakla birlikte bazı köşe taşları ve sınır çizgileri vardır. Modern çağlarda değişen, gelişen, sistemli hale halen devleti bu sınır çizgilerine göre uyarlamak İslam müçtehitlerinin vazifesidir. Son günlerdeki başkanlık. sistemi ile ilgili tartışmalara da bu çerçeveden bakmak gerekir. Makalede, başkanlık sistemi tartışmalarına da katkı yapmak üzere, sistem tartışmasında usul ve öncelikler meselesi üzerinde durulacaktır. Ancak daha önce bu arayışın neticesinde bulunabilecek modellerin olmazsa olmazları
    ve arayışın ana hedefleri tesbit edilmeye çalışılacaktır.

    Abstract

    Despite the lack of reference in the Quran to any of the governmental models known today, there are some cornerstones and borderlines in that question. it is the responsibility of the interpreters of the Islamic law to adopt into those borderlines the state which has been evolved and systematized in the modern age. it is necessary to consider the recent discussions on presidential system from this point of view. In order to make contributions to these the system discussions we will concentrate on method and priorities. But before that we will try to determine the main goals and the musts of the models that could be constructed in the search.
