    Özet

    Son dönemlerde Türkiye’ de en çok konuşulan konulardan biri başkanlık sistemidir. Başkanlık sistemiyle ilgili bu tartışmalar sonuçlarının ne olacağı göz ardı edilerek yapılmaktadır. Böyle olunca’kuvvetler ayrılığı’ gibi temel ilkeler gözden kaçırılmaktadır. Bu çalışmada öncelikle başkanlık sistemi ve kuvvetler ayrılığı hakkında bilgi verilecek, sonra Türk tipi başkanlık ve yan-başkanlık sistemi anlatılacak, son olarak Türkiye’ de cumhurbaşkanının anayasal konumu ve başkanlık sisteminin Türkiye’ de gerekli olup olmadığı tartışılacaktır.

    Abstract

    Presidential system is one of the hottest political issues spoken recently in Turkey. The discussions are made without regard to the possible results. Therefore a basic principle such as “the separation of powers” is being ignored. in this article we will first give information about the presidential system and the separation of powers and then explain the Turkish type of presidency, semi-presidential system and the constitutional status of the President of the Republic in Turkey and finally discuss whether the presidential system is necessary in Turkey or not.
